James "Flap" Fleullan was born in Baytown, Texas. He attended George Washington Carver High School where he was a standout football player. He earned the nickname "Flap" and was a member of the 1961 PVIL 3A State Championship football team.
After high school, James attended Prairie View A&M University where he continued his football career with the Panthers.
His achievements on the football field helped pave the way for future generations of African American football players in Texas.
