Clifton was born in Houston, Texas to Clifton and Doris L. Johnson, Sr. on January 5, 1936. His family lived in the Fifth Ward neighborhood on Lyons Avenue. He attended Booker T. Washington High School where he played basketball, football, and track. He ran on the 1954 Track & Field Team that won the PVIL 4A State Championship, on the team with Sonny Webb, Robert Smith, Anthony Knotts and Johnny McWilliams.

Clifton received a football scholarship to Texas Southern University, 1954-1958, where he played as a receiver on the football team. His football career was interrupted when he was drafted to serve in the United States Army 1958-1961. After returning from service, he received his degree in Physical Education from Texas Southern University.

Clifton coached at several schools during his career, including Kashmere High School, Ryan Jr. High, Harper Jr. High, George I. Sanchez High and Sterling High School. He coached basketball, football and track and field at these schools.

After retiring in 1989, Clifton continued to work with young athletes through his Clifton Johnson, Jr. Track Club.

Clifton is a member of Mt. Corinth Baptist Church. He is married to his high school sweetheart, Romalyn Webb Johnson, and they have three children: Chelyn Maxey (Larry), LaDon Haye (Troy), and Clifton Johnson, III (Sandra).
